The United Nations Framework Convention on Climate Change (UNFCCC) was negotiated at the Earth Summit in Rio de Janeiro in 1992. Presently there are 192 parties to the protocol because Canada withdrew from the protocol effective December 2012. Therefore option [d] is the correct answer.
